"Rajasthan to Become First Indian State to Introduce Innovative Land Acquisition Method"
Rajasthan is set to become the first state in India to introduce a legal framework for land aggregation, aiming to streamline land acquisition for industries while benefiting farmers. Chief Minister BhajanLal Sharma announced that a bill will be introduced in the State Assembly to formalize the policy ahead of the ‘Rising Rajasthan’ Global Investment Summit, scheduled for December.
Speaking to businessline, Sharma explained that the initiative would support both industrial development and farmers by providing a fair compensation mechanism. Under the proposed policy, private landowners can voluntarily offer their land for aggregation. In return, they will receive at least 25% of the developed land, which they can use, lease, or sell for higher value. The goal is to ensure that farmers become active partners in development, increasing their income through the appreciation of their remaining land’s value.
The legislation will enable the establishment of the "Land Aggregation and Development Authority," which will oversee the aggregation and development of private land. The law will focus on acquiring land for industrial parks, public infrastructure, and expansion projects. To address any grievances, an appellate authority will be formed to handle disputes efficiently.
Officials say the legislation will bring significant benefits to regions like Banswara, an underdeveloped district with a predominantly tribal population, and areas along the Delhi-Mumbai Industrial Corridor and Expressway. By converting underutilized land into hubs of economic activity, the policy is expected to accelerate Rajasthan’s industrial growth and improve livelihoods across the state.
In the run-up to the Global Investment Summit, Sharma led promotional roadshows in Mumbai and Delhi, securing over ₹12.5 lakh crore in investment through various MoUs. “The focus is not just on signing agreements but on turning them into real projects on the ground,” the Chief Minister emphasized.
