The Kerala government has granted administrative approval for a ₹1.83 crore project to prepare a detailed project report (DPR) on industrial development surrounding the Vizhinjam International Seaport. This move is aimed at accelerating port-led industrialization by creating the necessary infrastructure to support the new deepwater port.
The state is in the process of appointing a consultant to create a strategic roadmap for both marine and land-based infrastructure. A selection committee is set to meet soon to finalize the consultant, whose appointment is expected by the end of the month. The consultant will have one year to complete the study, which will detail a comprehensive plan for supporting infrastructure, including container yards, logistics clusters, and marine access.
A senior government official emphasized the urgency of the initiative, stating, "We are ensuring that the foundations for a port ecosystem are put in place without further delay." The official noted that the lack of allied infrastructure, such as container yards and freight handling zones, has been a major challenge, preventing the port from beginning gateway cargo operations.
To address the issue of land scarcity and high prices, the Kerala Maritime Board (KMB) has proposed transferring five prime acres near the historic Inspection Bungalow on Harbour Road to the government. This land is slated to be used for container yards, freight stations, and warehouses under a public-private partnership model. Additionally, Vizhinjam International Seaport Ltd has been authorized to earmark at least 200 acres for industrial infrastructure and sector-specific clusters.
In terms of connectivity, progress is being made on a temporary access road to NH-66 at Thalakode, which is expected to be ready within a month. However, a proposed ₹360 crore permanent cloverleaf interchange at the same location remains stalled, despite joint funding discussions with the National Highways Authority of India (NHAI).
On the rail front, plans are underway for a 9-kilometer tunnel to connect the port to the Southern Railway's main line at Balaramapuram, with tenders expected to be floated shortly.
