GNIDA to Establish Second C&D Waste Processing Plant in Astauli.

The Greater Noida Industrial Development Authority (GNIDA) is set to establish a new construction and demolition (C&D) waste processing facility with a capacity to handle 300 to 500 tonnes of waste daily. The project, valued at ₹18.4 crore, aims to address the growing challenges of both fresh and legacy waste management in Greater Noida.

Currently, GNIDA operates a C&D waste processing facility in Ecotech 3 with a 100-tonne per day (TPD) capacity, expandable to 300 TPD. While the facility processes an average of 150 TPD of fresh waste, it is grappling with a backlog of approximately 70,000 tonnes of legacy waste. Additionally, GNIDA manages six waste collection points across the city to assist with waste management efforts.

As Greater Noida undergoes rapid urbanisation—bolstered by major infrastructure projects like the Noida International Airport in Jewar—the city is expected to generate an increasing volume of C&D waste. To address this surge, the new facility will enhance waste management capacity and work to clear the accumulated legacy waste systematically.

The proposed plant will likely be located in Astauli or another approved site and will operate under a public-private partnership (PPP) model. The contract will be awarded with a concession period of seven years, extendable twice by four years each, bringing the maximum duration to 15 years.

The selected concessionaire will be responsible for the collection, transportation, and processing of all C&D waste in Greater Noida, including clearing the backlog of legacy waste and addressing illegal dumping. A critical aspect of the agreement is that the concessionaire must clear the entire backlog and illegal waste within one year of beginning operations.

To combat illegal dumping, GNIDA plans to impose stringent fines. Individuals caught illegally dumping C&D waste will face a ₹1,000 fine, while non-residential violators will be fined ₹2,000. Builders and developers breaching disposal norms will face penalties of ₹25,000. Enforcement will be jointly carried out by GNIDA officials and the concessionaire, with revenue from fines split between the two parties—70% for the concessionaire and 30% for GNIDA.
