OIL’s Numaligarh–Siliguri Pipeline Expansion Inaugurated by Prime Minister of India.

The Hon’ble Prime Minister of India, Narendra Modi, on March 13, 2026, inaugurated the Capacity Augmentation Project of the Numaligarh–Siliguri Product Pipeline (NSPL) of Oil India Limited during a public meeting in Guwahati.

The 654-km, 406 mm (16-inch) diameter NSPL, originally designed for a capacity of 1.72 Million Metric Tonnes Per Annum (MMTPA), has now been upgraded to 5.5 MMTPA to support the expansion of Numaligarh Refinery from 3.0 MMTPA to 9.0 MMTPA under the Government of India’s Hydrocarbon Vision 2030 for the North-East.

The enhancement was achieved by upgrading existing infrastructure, including converting pigging stations at Sekoni, Guwahati, Bongaigaon, and Madarihat into intermediate pumping stations, augmenting pumping facilities at the Numaligarh Dispatch Terminal, and upgrading the Siliguri Receipt Terminal to improve operational efficiency and safety.

Implemented as a brownfield project, the augmentation was completed at approximately ₹750 crore, below the approved cost of ₹860 crore, generating substantial savings while optimizing existing assets. The project also created significant employment, accounting for around 4.1 million man-hours over more than three years across Assam and West Bengal.

The capacity augmentation marks a major milestone in strengthening petroleum product transportation infrastructure in India’s North-Eastern region and enhancing the country’s energy security.
