Kerala Plans ₹10,000 Crore Maritime Investment Push in Phase One.

Kerala Chief Minister V.D. Satheesan recently said the state expects investments of around ₹10,000 crore in the first phase of various maritime sector projects planned under its ‘Mission Samudra’ initiative.

Addressing a press conference, Satheesan said the government is working on multiple projects aimed at strengthening Kerala’s maritime ecosystem, including port-led development initiatives, an Oceanarium in Kochi and an International Maritime Museum.

“"In the first phase itself, we expect investments of around ₹10,000 crore under these initiatives," the Chief Minister said.

The statement came amid a controversy over his recent remarks regarding the Tata Group’s proposed shipbuilding venture in Kerala. Rejecting reports that he had denied holding discussions with the company, Satheesan said Tata Group representatives had met him and held talks on issues related to their proposed investments in the state.

He said some matters concerning the proposed vessel-building project, involving Malabar Cements and Cochin Port, were pending but had since been resolved by the government.

“The government has resolved those issues, and the company representatives responded positively. We have urged the Tata Group to bring more investments to Kerala,” Satheesan said.

The Chief Minister also said the government had resolved an inter-agency issue within the Industries Department related to the proposed container fire station within 24 hours.

Satheesan said several investment proposals linked to the port sector are under review, with their economic feasibility and business models being assessed.

The controversy arose after Satheesan announced that the Tata Group would establish its first shipbuilding venture in Kerala and that ship repair and maintenance facilities would also be developed in the state. A spokesperson for the conglomerate later reportedly said no such project was under consideration.

Following this, the state government clarified that the Chief Minister’s remarks reflected Kerala’s broader maritime development vision under Mission Samudra and did not indicate that a new Tata investment proposal had already been finalised.

State Industries Minister P.K. Kunhalikutty also said that he and the Chief Minister had held discussions with Tata Group representatives during the recent Assembly session regarding the company’s proposed shipbuilding plans in Kerala. He also released photographs of the meeting.

On the Centre’s PM SHRI scheme, Satheesan said a ministerial sub-committee report is yet to be submitted and that the government will take a decision after receiving the report.
