Government Weighs ₹6,000 Crore Tunnel Project to Connect Leh and Pangong.

The government is exploring the construction of a 7-8 km twin-tube tunnel through Kela Pass, a project proposed by the Ladakh UT administration, according to a report by The Times of India. The tunnel would significantly improve the movement of both travelers and military personnel between Leh and Pangong Lake.

Meetings were held this week by the Ministry of Home Affairs to discuss the project, which is estimated to cost around ₹6,000 crore. Sources suggest that the decision will be made soon, though they emphasized the project's complexity and high costs. "It’s a tough and high-cost project, but it will provide strategic connectivity and reduce travel time substantially between Leh and Pangong. The project is still in its early stages," a source mentioned.

Options are being evaluated to determine whether the Border Roads Organisation (BRO) or the National Highway and Infrastructure Development Corporation (NHIDCL) under the Ministry of Road Transport will undertake the construction of the tunnel.

Kela Pass, located at an altitude of 18,600 feet, is the highest motorable pass in India, connecting Leh to Pangong Lake.

In 2022, the Ladakh administration highlighted the need for new tunnels at key passes, including Khardung La, Fotu La, Namika La, and Kela, to enhance connectivity for tourism, economic activities, and the smooth movement of defense forces.
