In a significant development, the central government of India inked a USD 400 million policy-based loan agreement with the Asian Development Bank (ADB) recently. The loan, part of the Sustainable Urban Development and Service Delivery Programme, aims to bolster India's urban reform agenda by enhancing urban infrastructure quality, service delivery, and governance efficiency.
The loan agreement for Sub-programme 2 of the Sustainable Urban Development and Service Delivery Programme was signed by Juhi Mukherjee, Joint Secretary of the Department of Economic Affairs, and Takeo Konishi, Country Director of ADB’s India Resident Mission.
Sub-programme 1, which received approval in 2021 with a financing of USD 350 million, laid the foundation for national-level policies and guidelines to improve urban services. Sub-programme 2 will now focus on supporting investment planning and reform actions at the state and urban local body (ULB) levels, according to a statement from the finance ministry.
Speaking after the agreement, Mukherjee highlighted that the programme aligns with the government's urban sector strategy, emphasizing reforms to make cities livable and economic growth hubs through inclusive, resilient, and sustainable infrastructure provision.
Konishi emphasized Sub-programme 2's role in supporting state and ULB reforms aligned with the national flagship program, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0. The program targets universal access to water supply and sanitation, promoting water security, and achieving sustainable groundwater levels.
The integrated urban planning reforms envisioned by the program aim to control urban sprawl, foster planned urbanization, and institute legal, regulatory, and institutional reforms. The initiative also includes capacity building for ULBs and community awareness.
Specifically, ULBs will drive modernization efforts, including updating building bylaws, implementing land pooling, and adopting comprehensive urban mobility planning through transit-oriented development. These measures aim to transform cities into well-planned economic centers.
The program also places a strong emphasis on climate and disaster resilience, nature-based solutions, and financial sustainability for cities. Incentives for cities to become creditworthy through revenue enhancements such as property taxes and user charges are part of the strategy.
The overarching goal is to empower cities to leverage innovative financing options like commercial borrowings, municipal bonds, sub-sovereign debts, and public–private partnerships. These mechanisms aim to bridge significant deficits in urban infrastructure investments, marking a crucial step toward sustainable and resilient urban development in India.
